- The Hawai’i state chapter hosted their fall conference with keynote speaker discussing MSK ultrasound. Currently watching to see if and how this will be incorporated into the state practice act.

- A new administrative rule (ARC 6661C) amends the Iowa Board of Physical and Occupational Therapist’s
requirements for applying for endorsement and reactivation of licensure by requiring an applicant to only provide verification of licensure from the jurisdiction in which the applicant was most recently licensed and disclose public or pending complaints in any other jurisdiction. These proposed amendments also update the definitions of “hour of continuing education” to allow virtual and online education and “independent study” no longer requiring a posttest.
KANSAS
Representative: Daniel Larson
- Legislative: SB 170 including our Physical Therapy Compact was signed into law in 2021. And now, the PT Compact is making its way through the rule making and regulation steps, including adding fingerprinting to any new licensees. This is still currently at the same stage as last quarter, awaiting FBI background checks. For more details about the Compact in general, visit www.ptcompact.org.
- Continuing Education:
- The APTA Kansas will host a virtual town hall to recap the year’s news and events and preview upcoming the year. This will occur either December 12, 13, or 14th. Be on the lookout for an email for this from the APTA Kansas if interested.

- On September 21-24, Orthopaedic Summit 2022 was held in Boston, MA, several AASPT members (national and state) presented.
- On November 5th, the APTA of MA Annual Conference was held in Norwood, MA; several AASPT members presented and/or received awards.
- Amy Devaney and Dan McGovern presented “Technology and Objective Strength Measures Guide Clinical Decision Making Following ACLR”
- Kathleen Strawn presented “The Bridge to the Future of ACL Rehabilitation. The Bridge Enhanced ACL Repair (BEAR) and the development and implementation of the unique PT protocol”
- Dave Nolan was presented with the 2022 Richard Kessler Memorial Award.

- The State Government Affairs Committee continues to work on the steps needed to have the PT Compact Bill heard during the 2023 legislative session. We are in the final stages of getting the bill drafted to conform the national compact with Minnesota statutes. We will be finalizing House and Senate authors after health committee members are appointed which should be happening in early-mid December. PT Day on the Hill will be happening in-person on Tuesday, February 14th, 2023. This will be a great opportunity for legislators to hear directly from constituents about our agenda and how PT/PTAs serve patients in Minnesota.

- 2023 APTA MO Elections: Nominating committee is seeking candidates for the 2023 Elections. Elections will
take place at the APTA MO Spring Conference in April 2023. POC: Rachel MacGregor, Chair of the Nominating Committee, [email protected]. Nominations and consent forms must be submitted by February 28, 2023 in order for the slate to be prepared and shared with the APTA MO membership 30 days prior to the APTA MO Business Meeting.

- NH APTA had their annual conference on September 24th with the theme “Movement is Medicine.” It was well
attended and received. The annual membership meeting occurred with the focus on reviewing and approving the 2023 budget, slate of candidates for the upcoming board election (the first 2 weeks of December). Also, there will be a presentation by a therapist who does mission-type work in Ethiopia, brining therapy tools and training for those in need.
NEW JERSEY

- Goal of the committee is to develop & promote Sports PT in the state, through analysis of sports trends at all levels, host continuing education courses, and foster discussion about PTs role in various settings.

- Ivy Rehab to begin first (unaccredited) Sports PT Residency program in NJ (2023); affiliated with
Hospital for Special Surgery (HSS).
- NJ Sports PT SIG looking to assist development of courses for Sports PT Residency, and/or a
separate Sports PT prep program (i.e. taping & bandaging, sports rehab, etc.).
- Emergency Response for the Athlete (ERA, Cogent Steps) course ran on Nov. 12-13, 2022 in
Cranford, NJ.
- New Jersey Sports Medicine Seminar held Nov. 18, 2022.
- Bill No. A2316/S867:
- On April 18, 2022, Dry Needling by PTs was technically permitted in New Jersey, but the NJ PT Board had not approved any instructional courses until May 24, 2022, and some sponsors required further submissions to gain approval later in the summer. This means that most NJ PTs won’t be able to practice dry needling until 2023.

- Requires criminal history record background checks on certain volunteer sports personnel.

- The PA legislative session recently concluded earlier this month. Three bills currently in the PA legislation
(2021-22 session) that APTA PA has actively reviewed did not move forward. Since these bills were not passed in the legislative session, they are expected to be reintroduced in the new session beginning in January 2023. The bills with the current numbers are listed below. If any legislation is reintroduced, it will receive a new bill number.
- SB 485 An act to amend the practice act for physical therapy to update the ability for physical therapists to provide direct access and include dry needling in the practice of physical therapy. APTA PA supported this bill.

SB 1160 and 1161 attempt to amend the athletic trainers' practice act. Specifically, this bill would enable athletic trainers to manage an “individual” instead of “physically active persons.” This bill allow expands the athletic trainers scope of practice, and APTA PA opposed these bills as written and amended.
- HB 2267, An act to amend the practice act for chiropractors to provide certification for Chiropractic Assistants. APTA PA opposed this bill.
- When the new session convenes and legislation is introduced, the new bill numbers will be provided.

- Wisconsin was added as of October 3, 2022.
- PT’s andPTA’s who are interested can go to ptcompact.org to verify eligibility and purchase compact privileges.
- Wisconsin became the 26th state to begin issuing compact privileges.
